Denominator: parcels with a residential land use code. Fill rates on all parcels, including vacant land and commercial, are lower; on parcels with a building they are higher and the denominator varies by state. We use residential throughout so states compare.

What the Pennsylvania file is used for

  • Owner and mailing-address appends for Pennsylvania addresses
  • Insurance underwriting inputs where the structure fields are filled, with the roof field supplemented from permit history because Pennsylvania counties publish it on only 19.4% of parcels

Pennsylvania counties publish very few roof and construction codes. Year built and living area are well covered, and roof age for Pennsylvania is best taken from permit history where a roofing permit exists.
